Excellencies, The fourth African Union Summit decided to deploy peacekeeping troops from The Inter-Governmental Authority on Development (IGAD) in Somalia in violation of the agreements signed by the Somali leaders that stipulated that neighbouring countries cannot be part of any peacekeeping mission in Somalia. Also the Peace and Security Council (PSC) of the African Union decided to deploy a contingent of Ugandan Peacekeepers in Somalia on Wednesday, January 5, 2005 in Addis Ababa, Ethiopia. The board of Directors of HAG writes to express to our strong conviction that such action would be both ill advised and ultimately counterproductive. We be-lieve that the Transitional Government of National Unity of Somalia was just es-tablished with the mandate to reconcile the nation. All the factional leaders are all included in the new government. What is the need for troops in Somalia at this time when a peaceful solution is at hand? Somalis everywhere have ex-pressed their opposition to any deployment of foreign troops in Somalia at this stage. We urge you to support our country’s efforts toward a political resolution by re-jecting any imposed peace by military means. We are strongly convinced that any foreign troops deployment will only exacerbate an already volatile situation and can ignite a new civil war in Somalia. Somalis, especially the Hawiya people are suspicious of President Abdullahi Yussuf’s intentions. His close ties with neighbouring Ethiopia place him firmly in one camp in Somalia's long-running conflict. They strongly suspect that he is planning to use African troops to com-mit genocide against the people of Hawiya. Somalia is at crossroads and your leadership is of grandiose importance. We beg of you to demand that the Transitional Government initiate a plan of comprehen-sive trust building period among the people of Somalia. This should include a transparent and verifiable negotiated settlement on demobilization of militia and disarmament. The African union can play a vital role in this regard in sending an AU monitoring and observer force. We argue for peace, knowing the great suffering of civilians in the event of re-newed civil war in Somalia. Since the onset of the civil war in 1991 millions of Somalis have suffered severe deprivation in access to basic food and medicine. Clearly, this tragedy should not be repeated. Our Organization is in the forefront for just peace and good Governance.
